It's seems like onoki is really a moron. Instead of accepting that there are some issues with the current system and at the same time it doesn't mean you need to break the entire system down. He makes the people more antagonistic towards the village. Just because some people agreed on some points with Naruto. That just pushes people to Naruto's radical ideology.
