I am practically convinced that Palpatine is in control of Quirrel. I highly doubt he would share a body with Voldemort as neither him nor Voldemort are the types to share power and the scene with Quirrel in pain was probably him taking over which he can do as in the comics I believe he possessed the body of a Clone which is how he survived the death star blowing up. As for him being interested in Harry he probably knows he has the force and wants a new sith apprentice.
