He lost his leg cause of what he did in the lab, I'm guessing he sees the loss of his leg as a deserved punishment and getting it back takes away from that and the guilt just overwhelms him . And I don't think Mugger gets exactly why isn't going to use it (you can tell by how she hesitates) but she does understand he has a reason.

(I'm guessing he just want to not-run so that the memories fade a bit, but it seems far-fetched that mugger instantly gets that the running reminded him of when he lost hist leg..) PS: Kenno, Mugger's hair looks AWESOME in this page, "great job" couldn't describe what I want to say ! HNG :x
