Found the answer and putting it here in case it's helpful to others: fishermen and master herbalists need to be adults or elders.

I'm trying to figure out which mod could be conflicting but this one seems to be the issue. I just have to remove it before going to the festival and add it back afterwards? My mods list is pretty small and they all seem to be up-to-date.
