Somehow everyone is super cool letting evil monsters hang around. And zero security on the Rangers' HQ. A boss monster waltzing around blasting fools. "It's ok for me to betray you but if you betray me you're guilty" is referring to the fact that it's Fighter D who has transformed into Hibiki and infiltrated the Ranger force to destroy them from within. So, basically, he's already betraying them, it's part of his plan xD
