Yes, this should be taken care of before it encourages more inappropriate behavior. I reside in HI which has a lot of tourist traffic and we deal with same in our Waikiki neighborhood. Perhaps better (not intended to say it's better) example would be Miami Beach during spring break. The incidence of crime amongst tourist and moreso residents has been ongoing for years. It is unfortunate we cannot simply abide by our "social consciousness" as a moral compass for behavior. Then we can pull back on any enforcement of laws (guidelines". Maybe this concept is too elementary.
