Character Generation Draft 3.0

Likewise, if you would like to provide feedback on the material, the same guidelines apply as those posted here.
There are several new bits in this draft that will need to be playtested thoroughly to determine if they work as well in practice as I think they do in my head. I'll have a post about playtesting coming before the end of the month in which I talk about my plans for that, since it'll be vital to ensuring Secrets of sha-Arthan is as good as it can be.
