Lord Denethor (Faramirs father) was not the "King", he was only the Steward of Gondor. Those who rule and maintain the Kingdom in the Kings absence. Thats why Gandalf told Denethor he doesnt have the authority to deny the return of the King, as he does not rule in his own right.
