They just estimated that they could carry about 9300 people, because one ship can probably carry around 100 men. Since she has about 8000 unsullied and about 2000 second sons, she could almost take her entire army to westeros with these ships. But she would have to leave all her freed slaves behind. She also heard that the other cities she freed where enslaved again. So she decided to not go immediately to westeros but stabilize the freed cities.
