I don't think Tyrion does not get to be Warden of the North because Tywin does not want him to. First of all the North is still under attack from the Ironborn so Tywin would have to send a lot of resources and men to secure it. So it is way easier to let Roose Bolton deal with that, because he already controls part of it knows the land and has resources and men to secure it. Even if Tywin would send Tyrion it would be hard for the people in the North to accept a foreigner. So Sansa would have to be put in charge anyways. But a son of Tyrion and Sansa would have Stark blood and a legitimite claim to the North.
