The inmate's gaze wandered over Shu Yu, revealing a sinister look that ignited excitement in the other inmates nearby.

The others exchanged glances but hesitated for a moment.
When the warden and prison guards couldn't see, they might have banded together to bully others for an easier life. But the people they bullied were also fellow inmates, so that was acceptable.
However, now that Liu the warden was present, and considering that there was a girl from outside standing in front of them, and that they weren't condemned to death, they couldn't risk a real confrontation. If they did, it would lead to turmoil in the prison, and they'd all end up dead.

The inmates in this prison were locked up separately from the rebels who participated in the uprising. There was no communication between them.
