Maki and Toji have the exact same heavenly pact if im remembering right. They say Maki has a heavenly pact in season 1 that gives her "enhanced physical prowess" in exchange for her cursed energy or something like that.

I know pacts are common in particularly fantasy anime, but the way JJK incorporates them into it's world has always been fascinating to me. Early in the show during S1, I believe it is Sukuna to Yuji who explains that pacts are a fundamental of Jujutsu sorcery, but I think it's even more than we understand. The pact of revealing your ability to make it stronger and the Heavenly Restrictions add intruigue to how the system works and where the limitations are because clearly it's not as simple as two parties making a deal. The concept of Heavenly Restriction being "whatever strength you are born without will be made up for with a different strength" is super cool to me. Also one thing not specified in S1 is Maki does have cursed energy, but only the amount of energy normal humans have. (Also doesn't have a technique). Remember as described in S1, normal humans have cursed energy but can't see curses. (This is how curses are formed. Through negative emotions, cursed energy, from humans becoming cursed spirits). Fushiguro has absolutely none, which explains why he is stronger than Maki from what we can see as he lacks more cursed energy than Maki and thus gained more strength.
