I think Catra whether she realizes it or not is mirroring her abuser, Shadow Weaver. In the previous episode, Shadow Weaver says, “I was hard on you. I won’t deny that, and I won’t apologize.” Then in this episode, Catra says, “What do you want? An apology? You’re not getting one.”
