I would think its more like bubble gum trying to preserve their nature, shes more like a god, and these subjects are like the people she made with flaws and all. I think what she's trying to do is give them authority, but those lemon leaders had an error where they were stuck with the process of creating other subjects but not thinking about food and necessity. I dont know why she wouldnt just create subjects that are just loyal that do only good, but I think its because she doesnt want them to be robots, and that she wants a society.

PB is a complicated yet infuriating character, yes, but you need to give her some breathing room π
