I will say in defense of the Mewmans this is really all the fault of the kings and queens of Mewni, they never educated their citizens which is why their so ignorant and then they were uprooted from their homes without any sort of movement program of course they wont know how to function, eclipsa wants to gain their trust she should start by putting in some type education program so these people can actually live now that some of them are being moved. when it was done to the monsters the regime was just plain old racist but eclipsa doesn't have that dislike for mewmans so it is her job to help them out in some way.
