John Cleese says in the commentary that in contrast the American guy can Assert his position with the right degree of energy without seeming like the rude one. And it's why none of the guests complained to Basil first time round, they'd rather not cause a fuss, so they needed the American guy to assure them he'd Make Basil listen to them without him getting upset.
