Norris, the military guy that mowed down 27 people who had the sandevistan previously is the Psycho from the series intro. David's mom is seen in the TV broadcast in the background helping clean the scene as a medical worker. It's implied she stole the sandy to sell the the edgerunner crew that David eventually signs up with which is how they all ran into each other.
