Im with Akainu and the admirals on this one boys and girls. Luffy achieved some blackbeard level feats in this arc with significantly less raw power. You saw how all the pirates rallied and found hope in protecting Luffy, that shit dangerous. Law swam across the ocean to save his opp. The marines saw Luffy use conquerors haki, and get Whitebeard on his side with one encounter. Luffy's motion is as much of a world ender as blackbeard's two fruits and the admirals couldnt let that seed grow.
