052 Reborn as the Third Kazekage

"Deputy Administrator Karuke, there's a massive dune field ahead. The engineering team calculated it—if we choose to bypass it, the construction timeline will extend by several months," reported a ninja, his sand goggles glinting in the harsh sunlight as he addressed Karuke, who had come to inspect the progress of the Highway.

"Let's go check it out," Karuke said curtly, pulling on his sandproof socks before stepping out of the tent.

Standing before the colossal dunes, towering over 200 meters high and stretching endlessly into the horizon, Karuke let out a sharp hiss through his teeth.

"How long is this thing?" he asked.

"Roughly 15 km," 

"We can't afford this delay. No way," Karuke muttered, shaking his head at once. "The first phase of the Highway was scheduled for completion by the end of this year. If we're delayed by several months, we'll be pushing into next year. Besides, the upcoming joint military exercises with the Land of Rivers mean the Lake Tsuki supply lines are critical. We can't go around. Didn't the survey team spot this dune field before?"

"It wasn't here before!" 

"This popped up after that massive black sandstorm two nights ago. It built up overnight."

Karuke smacked his forehead, visibly frustrated. "Damn it. I underestimated the desert's volatile climate."

After a moment's contemplation, Karuke tugged at the scarf around his neck, his expression firming with resolve.

"Screw it! Stick to the original plan!"

"But Deputy Administrator, these dunes are over 200 meters high! If we dig through as planned, the workload will more than double. That'll delay things even more!" 

Karuke's eyes narrowed. "If I move these dunes out of your way, can you finish on time?"

"If the dunes are gone, I'll stake my head on it—we'll finish in two months, no problem!" 

"Good. You said it!" Karuke turned and bellowed, "Men, assemble!"

A squad of shinobi quickly gathered.

"You've heard the situation, right?" Karuke asked, his voice sharp.

"Yes, sir!"

"Katou, take a team back to Lake Tsuki. Inform Commander and request reinforcements from every shinobi in the village capable of Wind Release or sand manipulation. Yamada, return to Sunagakure and report the situation to the Kazekage. Request additional support."

"Yes, sir!" The shinobi dispersed in an instant, their movements precise and efficient.

Karuke gritted his teeth, grabbing the iron fan strapped to his back. He pointed it toward the dunes, a fiery determination in his eyes.

"Even if I have to blow these dunes away myself, we're not stopping here! Wind Release: Air Current Wild Dance!"

With a powerful swing of the iron fan, a roaring vortex of high-pressure wind surged forth, slamming into the towering dunes. Sand cascaded downward in massive avalanches as the landscape began to reshape under Karuke's relentless assault.

Arashi—the Kazekage—was giving orders in his office.

"Pakura, send word! Mobilize every available shinobi not on guard duty and have them assemble outside the village immediately. Inform Minister Nohara from Logistics to prepare a support team with water, food, tents, and medicine—for at least one month."

Opening a drawer, Arashi retrieved his old pair of sand goggles and a scarf. On his way out of the Kazekage Hall to deliver a rallying speech, he encountered an unexpected figure—a bald monk.

"Bunpuku? What brings you here?"

After Arashi became Kazekage, he had released Bunpuku from confinement in the Abyss and provided him with a small temple outside the village. Monthly offerings of food and rice were sent to the temple, fostering a peaceful coexistence. Shukaku, the One-Tail, had also calmed significantly over time. With Bunpuku's mastery over his tailed beast growing, the villagers began to let go of their fear of Shukaku.

"I heard the village is facing difficulties with the highway construction. We thought we could help."

"We?" Arashi immediately understood. Bunpuku was referring to Shukaku. The idea of the One-Tail pitching in to clear the dunes was oddly fitting, given its abilities.

"If this helps change the villagers' perception of Shukaku, it will be a monumental step forward," Arashi mused aloud.

"A noble thought, Kazekage-sama," Bunpuku replied, bowing slightly, his hands clasped in prayer.

The efficiency of Sunagakure's administration was remarkable. Within hours, nearly ten thousand shinobi had assembled on the barren plain outside the village. Arashi leapt onto the village gates, his commanding presence silencing the crowd as he lifted a metal loudspeaker. Channeling chakra, he cleared his throat, his voice cutting through the desert winds.

"Sixty years ago, under the leadership of the First Kazekage, Reto, our ancestors founded Sunagakure in the heart of this harsh desert. They drank brackish water, ate coarse food, and toiled endlessly to build the foundation of our home. Despite the desolation, the drought, the lack of spring breezes or lush trees, they poured their blood and sweat into this land. Why? Because this is our home—a place worth building and protecting!"

Arashi raised a finger toward the distant dunes. His voice grew more fervent.

"A hundred kilometers from here, we are building the shinobi world's first highway, connecting Lake Tsuki to Sunagakure. Once complete, it will bring food, fruit, livestock, and medicine directly to our village. We will shed our history of poverty and hardship. The days of suffering will be gone forever!"

The crowd erupted into thunderous cheers. Arashi allowed the fervor to rise, then gestured for silence.

"But now, the construction team faces a crisis. A black sandstorm has created a massive dune field in their path. Tell me—what should we do?"

"Move it!"

"Clear it!"

"Move it!" the crowd roared in unison.

"That's the spirit!" Arashi shouted, raising his fist. "You carry the will of the desert—the unyielding will of Sunagakure! Let's show the world what it means to fight alongside the wind!"

"Unyielding! Fight the heavens!" the shinobi chanted back, their voices shaking the sands.

With a sweeping motion, Arashi pointed toward the dunes.

"Move out!"

Thus began a battle between man and the desert—a fight to shape the future of Sunagakure.
