Some of the proof being the X over her eye, using a spear like the Exorcist, her formal military background/training she shows in this episode, and the biggest one she her calling Hell Charlie's people instead of our people in this episode. About what Charlie cassifcation; she a hell born(mentioned in ep1) and Lucifer either got them parden through some measures or some how had the authority to parden from Exorcism/execution to began with and didn't do so for the sinners. Also Vizzy did mentioned those that die a second time/soul that are killed just cease to exist.
