Looking for Help with YouTube (Paid Gig)

I'm looking for someone to help me create YouTube Shorts (YouTube's version of Instagram Reels/TikTok). I'd like to find someone who can go through my YouTube videos and find clips or "highlights" that can be made into short, engaging and fun videos (15 to 60 seconds long). This will be a paid gig on a part-time video by video basis. I really don't know what the consistency of the job will look like just yet (as this is sort of an experiment), but I'd like to find someone to start creating within the next couple weeks!
Who I'm Looking For:
You don't need to be an expert or necessarily have experience with YouTube Shorts, but, here's what I am looking for:
1. ideally someone who enjoys a wide range of my content (kpop, non kpop, youtubers and/or f1 drivers). Even if you only really like one category, we may able to work with that
2. someone who enjoys and is very comfortable with (and obviously has some experience) creating TikToks, IG reels and/or YouTube Shorts
3. BONUS: you watch and understand YouTube Shorts (confident that you can make videos/titles/thumbnails that would make viewers want to click)
