It seems less like they were corrupt and more like they thought the political and military situation would keep them from retaliation for enough time they could "convince" and build up enough the sacred beasts would bargain with them to be working with in the face of other threats. They just didn't expect the anomaly. It appears they are so used to attacking any threat to them that they prefer to use force
