The backstory here: Last year, they made a bet, and Tony got to pick an embarrassing outfit for his sister to wear on Halloween. So they made another bet this year. This time, he lost and his sister got to pick out the outfit!
In preparation for this, months in advance, she started secretly putting him under hypnosis and giving him suggestions to forget how to work buttons and zippers. I short, to take of clothes in general. Just for this one special night only. Isn't that precious? ^_^
I'm sure his sister is loving this. :-D
