Changing the ship’s Sea State 6 speed requirement should not have any schedule impact at all. I have no clue what the Admiral is talking about. The ship is based on a parent hull. The parent ship either meets the Sea State 6 speed requirement or it doesn’t. If it meets the requirement, then there wasn’t any need to change the requirement. And even if the navy did, the ship would already meet that requirement, so there’s no need to change the design. If the parent hull didn’t meet the requirement, and the navy is relaxing the requirement to enable the parent hull to meet it, then the parent hull by definition meets the new requirement, and there’s no need for any design change to meet the new spec. Either way, there’s no need for the yard to change the design at all, so there should not be any impact to their ability to meet their milestones.
