USS Scorpion Expedition Costs

I've been working on a cost estimate and proposal to pitch an expedition to USS Scorpion wreck site. It's going to be about $5 million and will likely go over budget because I've never organized anything like this before.
What I would like from you is to contact me directly at aaron@subbrief.com if you have any experience in fund raising, setting up a non-profit entity for the purpose of exploration or if you anything to contribute to this project.
This is the Discovery phase of this project. Fact finding. Scope limiting.
