Because rika acted like that, the teachers want the students to get along as a group. That's why mion blames rika (in this perspective she's being "too individualistic/selfish" and is bothering the group) This topic comes up a lot in otaku culture, since I think they feel oppressed by this collectivism (rejection of people that are different)
