Uh no, that's completely wrong. Ryu wrote the question arcs with the answer arcs in mind. You can see it if you bother to look at all the foreshadowing and clues.

However, Ryukishi07, the author of the stories, grew frustrated when his audience still couldn't figure out "the real truth" so he got inspired to write four more chapters essentially spoon-feeding the audience the real truth. These are called the "answer arcs" and the first four stories were then bundled as "the question arcs"
