This was called Sonic Chaos in Western countries so maybe you know it with that name instead. This was made by a company called Aspect Co. アスペクト株式会社 and it was the first game where Tails can be used with his own powers and not just fly after Sonic.
The hand bill also show the Game Gear TV accessory there!
