I think everyone feel like it is a Saturn game that never was made by Sega. Someone created a Sega Saturn front and back CD box image and even the Obi spine so you can print and create your own Sonic Mania for Sega Saturn on your collection. So cool! You can even put your PS4 disc inside.

Well, it depends on if there are development tools available to the public and also, what programming language it uses. But I think it might be possible.
