Bit of a mental stutter... Shoddy refers to both a compressed rubbish-wool product long used as a protective packing material by British shippers (much like peanuts today) AND was the name of a British firm selling second-hand clothing to the 'respectable poor'. And by second-hand, I mean that a coat or pair of trousers would have gone through several users before reaching these shops. Interestingly, here in Australia we called that woollen material 'Durry', an Indian term which would then go on to also refer to cigarettes. Apparently, after being in the bilges for the months of a sea voyage, that packing material stunk really badly - hence the linkage with ciggies.
