There has been much mention made of the fact that appointing a special counsel means reports must be made of any investigation and declination decisions What is the scope of this report? Does it include decisions made prior to the appointment, or just decisions made after the appointment? Because if the latter, it could end up being a 1 page "nothing to see here" rubber stamp report. Edit: (I'm not implying there's "anything to see" that we don't know necessarily. It's more that if investigations that have already been completed are omitted from the report, it might be that they prove there's "no there there", and it would be good if the act of appointing a special counsel forces his hand to report all of it. I suspect however that's not the case? I suspect the report will only cover activities undertaken after the appointment. )
