My sister (and her now-husband) lived in NW AR while she was getting her master's degree from UArk. While living there, they rented a house in a subdivision in Fayetteville. There was a neighbor who routinely set up a target and did target practice across the street, across from a public park. So this guy (and later his pre-teens) would literally stand in a public park and shoot across a public road at their target which was set up in their front yard. The police saw no problem with this. Re: There's nobody in Wisconsin, so no problem with open-carry. As a "weirdo" queer person who grew up in northern Michigan in the 80s and was fired from my first job (in MI) completely legally for being not-straight... the prevalence of guns is extremely dangerous to anyone who doesn't "fit in" in rural areas.
