One note on amai mask is that back when saitama got promoted, they mentioned that the number #1 of a rank gets the OPTION to rank up. So the implication is that Amai Mask simply chooses not to to gatekeep who gets into S. So his powerlevel could really be anyone's guess. Could be 18 could be like 3 or 4. Who knows (not me, I didnt keep up with the show after season 1)
