Rimuru definitely had the black flame before benimaru. Benimaru inherited it/learned it from him when he evolved. I think the black flame came from Shizu's degenerate ability combining Ifrits flame powers and Rimuru's black lightning. He tested it out in a cave soon after getting a body, and then threatened benimaru with it when they first attacked. As for the arcane fetters, he might have stolen that from Souei. Upgraded the thread skills he already had from the spider? Honestly I knows its kind of nerdy, but I actually wish they talked a little bit more about how Rimuru plays with his skills. Because a lot of them are combinations of others and come from specific things thanks to a combination of Predator, Degenerate, and Great Sage. For example, recently he has been using a skill called "Gluttony" to eat things, which is that black energy consuming stuff. That came from using Degenerate on his OG Predator skill and from the Orc Lords Starved skill. Which at the time you did catch that it was different than normal, but they didnt explain it.
