As for this page, the colonial governors had a perennial problem enforcing the King's will in Iceland. Keeping, paying and provisioning a troop of soldiers in Iceland made no financial sense in this poor, mostly peaceful country. But without thugs, what are you going to do when the peasants refuse to obey?
