Directly? No. But remember that for all the illegal evil done in the dark at Bedlam, they still needed to pretend to be a legit super max prison. That includes accepting the criminals sent to them. Ollie even directly said that most of the inmates are legit criminals. I'm sure plenty of the prisoners were nothing special powers wise. So yeah, he probably did have his day in court.
