To be fair it was BEDLAM, they had worst and more powerful superheroes and villains on their custody than this asshole. Their biggest mistake was deciding to get too greedy, and underestimate both Mink and Savage Squirrel; And I feel OMA probably have the same level of containment power BEDLAM had, and they now have all the tech left behind by BEDLAM
