The thing about about gaining powers that are not "naturally your own", the body might not take to them and suffer greviously for it. Like in the X-Men movie with Magneto tried to force-induce mutation with that machine of his, the human body couldn't take to having it's "x-gene" forcibly triggered and it tore itself apart at the cellular level. And often times when one acquires physical enhancements artificially, they do not come with the natural counter measures that allow the body to handle them . . . namely superspeed, strength, endurance, but without the ability for the body to sustain their use, or using them burns the body up more rapidly . . . accelorated aging, breaking down, etc. Money can buy secrets, it can buy "power", but it can't buy "sense" or stave of death "perfectly" . . . there's always a catch or a loop-hole that will cost you everything the moment you've sealed the deal.

On a certain level I get it. He's been super rich probably his entire life, makes sense he would think he could just buy powers like this. But there is absolutely no way he gets any powers without going 'under the knife' which would take an INSANE amount of faith in these people. @.@ Any one of which could just on purpose or by accident tweak one little thing and whoops! Super strength kicked in before the invulnerability so your body crushed itself down into a ball. ^^; Or whoops! Invulnerability kicked in earlier than intended so we couldn't implement the other changes, congratulations you're now the worlds best punching bag. Now sure that wouldn't provide the usual comic book tension for him to not end up at least a credible threat in some regard. So I'm presently expecting things to go smoothly for him on that front. But also will be happy to have those expectations subverted. ^^

So presumably the folks in shadow are the people who run BEDLAM, the super prison the OMA mentioned, which is apparently a front for the unethical "study" of metas. That's my guess anyway.
