In these days of rampant bureaucracy, being a master of it may not be a super-power, but it sure is a valuable skill. Stan's been involved in DC civil service since graduating high school.  Knows the ins and outs, who to contact to get something done, what forms must be filled out, and which can be ignored, how to use regulations as a tourniquet or garrote. If you're a desk-warrior, don't even think of messing with him.

   But much like the Mink's art, it's not something you can tell from just looking at 'em.

No doubt. But I was more just wondering if her mind 'was' affected in some sort of long lasting way, erasing the memories she had of returning to the states, or if she was teleported despite the statements saying Peter wasn't a teleporter. :3 I wouldn't dare attempt to comprehend the Weird itself. ;3 But it's effects can be at least sifted out a bit. ^^

Ah so Peter then was in their building and went to the cafeteria while simultaneously by presumably no direct intention of his own ending up interacting with The Mink in Italy causing both places to become 'entangled' within his Weird. Which also made Mink, who was hyper-fixating on the spell book, to not question his presence or the talk they were having until he left. But by leaving he did end up transporting Mink all the way from Italy to their cafeteria. So she was 'effectively' teleported. *nods* I was wondering if she actually did travel all the way there normally but then his effect made her 'forget' doing so. :3 And yes! Always good to have a bureaucrat around for when you need one. ^^
