Oof. I remember when the currency in Herman's time was given as equivalent to twice the US dollar. And BRIBE Orca? Of course no one thought of that ("He's a rat, what would he do with it? Blow it on a party and come back for more?"). Being higher on the ladder doesn't prove you're brighter.

And as for that money being a bribe - no, it is a research grant. Those ferals down south bear investigation, and somebody with few preconceived notions or goals is exactly the sort of person to do it.
