It's about perception. Jack would probably get {his|her} ass handed to {him|her} in thin slices by the security at the White House or Ft. Knox, but does the perp, in that moment, have the ability to realize that? It's about creating FEAR, TERROR in the perp, so that he has no desire to test the boast.

Nice to know 'Jack' doesn't have to kill 'his' targets. They're actually more useful alive. Some need more convincing than others.

Speaking from experience -- I spent more than ten years as an armed guard in some nasty places -- there's a difference between proficiency and access. When I worked at a nuke plant, we had 12 gauge shotguns, but we couldn't walk around with them -- just .38 revolvers. The heavy equipment was kept in a locked armory, and you had to get on the radio and request a supervisor to open the armory. Don't hold your breath.
