They think the lack of comms is simply the squad ignoring any contact (since it's a Black Ops mission) and are still after Orca and Anna. Also, I don't think anyone have to take responsability. After all, besides Orca having to do that to survive, for all purposes that operation never happened, and those soldiers never were operating on american (or what the version of US is on Orca's universe is called) soil
