"The meeting begins." Hiruzen's voice cut through the murmurs as the last jonin took their seats, his tone grave and measured.
"Just recently, Sunagakure of the Land of Wind declared war on us," he announced, looking directly at the assembled jonin. The weight of his words settled over the room like a heavy blanket. "Border outposts were also attacked."
Sawada blinked in disbelief. Sunagakure? The Iwagakure they'd been vigilantly preparing for hadn't made a move, but instead Sunagakure had struck first? This made no strategic sense whatsoever.
The jonin present exchanged bewildered glances, and concerned voices erupted throughout the hall.
"Weren't we just discussing trade agreements with them?"
"As allies, they actually betrayed us!"
Sawada glanced at the jonin who'd spoken with such naive indignation and wasn't surprised to see it was Anko, recently promoted to special jonin. Her inexperience with political treachery was showing.
Hiruzen rapped his knuckles sharply against the table, the sound echoing through the chamber. Silence fell immediately.
"The reason Sunagakure declared war this time is because they claim Konoha-sent spies attacked their Fourth Kazekage." Hiruzen exhaled a stream of smoke from his pipe, his expression dark. "According to someone they captured, one of their elders also admitted involvement. They're claiming Konoha has been cultivating this operative all along, waiting for the right moment to eliminate the Kazekage."
This scenario felt disturbingly familiar to Sawada. Declaring war over such flimsy accusations? Had Rasa gone completely mad? "Sandaime-sama, is there any concrete intelligence about the attack on the Fourth Kazekage?" Shikaku asked from his position near the strategy maps, sorting through preliminary intelligence reports. Although Konoha didn't need to justify themselves, they couldn't simply accept being slandered without investigation.
"We haven't received any reliable confirmation yet," Hiruzen admitted, shaking his head with visible frustration. "As soon as the declaration arrived, I dispatched ANBU operatives and activated our intelligence network. But nothing substantial has come through yet."
"The current plan is that we will also formally declare war on Sunagakure," Hiruzen announced, setting down his pipe and standing to his full height, his Hokage robes settling around him with quiet authority.
Almost none of the assembled jonin opposed this decision. They couldn't afford to back down on this matter, not when Konoha had become the focus of the entire ninja world's attention. Any sign of weakness would be exploited ruthlessly. Even Kumogakure, their potential ally, might reconsider their position if Konoha appeared vulnerable.
"Shikaku, share your tactical assessment," Hiruzen commanded, noting the Nara's contemplative expression.
"Sandaime-sama, I need to know if this was orchestrated by Iwagakure," Shikaku said bluntly, raising his head to meet the Hokage's gaze. "The timing is too convenient. We've been preparing for Iwagakure's aggression when suddenly Sunagakure erupts. This feels coordinated."
"That's exactly what concerns me," Hiruzen agreed grimly. "Fighting on two fronts simultaneously would be extremely disadvantageous for us, potentially catastrophic. We need to prepare contingencies for this scenario immediately."
"Understood, Sandaime-sama." Shikaku's expression tightened as he stood and walked to the large tactical map of the ninja world mounted on the wall. He drew several red circles with practiced precision.
"Based on current intelligence and geographical analysis, my recommendation is to immediately deploy forces to these strategic positions and secure them as rapidly as possible." His finger traced the marked locations. "This prevents any conflict with Sunagakure from occurring directly on Land of Fire's home territory. Once Sunagakure shows signs of crossing established borders, we can respond immediately with prepared defensive positions."
He continued, his analytical mind working through multiple scenarios simultaneously. "Additionally, for border nations like the Land of Grass and Land of Waterfalls that share boundaries with Konoha, we need someone with sufficient reputation and combat ability to serve as deterrence. Their mere presence must make these smaller nations think twice about allowing passage to hostile forces."
"Furthermore, we must closely monitor the Land of Rain and Land of Waterfalls—both possess forces that cannot be underestimated." Shikaku's expression grew more serious. "The Land of Rain produced the so-called demigod Hanzo, and the Land of Waterfalls harbors the Seven-Tails. Both represent existences we cannot afford to ignore or underestimate."
"If we can closely monitor these smaller nations' border situations and movements, we can avoid being ambushed by Iwagakure forces while we're engaged with the Land of Wind," Shikaku explained, his strategic thinking clear and methodical. As for the Eight-Tails jinchuriki—" Hiruzen's eyes flickered with quiet confidence—"with the Mangekyō Sharingan's existence, if he dares make any suspicious moves, he can be subdued directly. Thinking about this contingency planning, Hiruzen couldn't suppress a weary sigh. This decision would significantly impact the future alliance between Konoha and Kumogakure. "Here!" Both men responded simultaneously, rising to their feet in perfect synchronization.

Your primary objective is defensive—rely heavily on fortifications and trap-based tactics to minimize our casualties while systematically depleting their supplies and manpower," Hiruzen commanded, his pipe smoke curling through the air like ghostly fingers. "However, you are to avoid large-scale decisive battles with Sand ninja forces at all costs. This is a war of attrition, not glory."
"Kakashi will serve as first-line field commander. Sawada, you'll function as vice-commander and tactical advisor," Hiruzen concluded, his weathered eyes moving between both men to ensure they understood the gravity of their assignment.
