The High Cabal fellas are largely sociopaths and don't really experience shame. So it's hard for them to conceive that Silverstone was so ashamed of what he'd done that he couldn't bear it - and therefore killed himself to get away from his guilt.
Hence their assumption that the Mink controls minds. Which she can, up to a point, if the mind in question is weak enough, but not nearly as easily and completely as they assume.
And the thought that Mink's team is running to her rescue because they're her friends who love her doesn't occur to them. In their world, you do things because you're paid or coerced to.
