You don't know Savage Squirrel, he doesn't go after 'protesters,' he doesn't even go after things the cops can handle themselves, like bank robberies. SS targets the rapists, child molesters, and drug pushers, THEN goes after the 'untouchable' people who are supporting and profiting from the efforts of the 'street crew.' Look down the timeline, there's a strip where SS and Rumbolt meet face to face, and The cop lets SS know how much the rodent has done to help the entire city with his actions.
