OP11 Power Rankings – Week 2
We’re only in Week 2 of OP11, but with the recent sim update and a noticeable spike in games played, we finally have a decent enough data set to work with. It’s still early, but trends are starting to form—and this meta is shaping up to be one of the most balanced we’ve seen in a while.
Honestly, the gap between the top decks is razor thin. Any of the top 10 could win a tournament right now, and there’s no clear dominant leader. It’s a brawl at the top, and small shifts in matchups or play rates can change everything week to week.
Our rankings use a weighted formula that takes into account win rate, number of games played, and matchup strength. Matchup strength looks at how a deck performs against other well-represented leaders, filtering out inflated stats from fringe matchups with very low play rates.
Each leader is then compared to an "ideal" one—a hypothetical deck with the best spread, win rate, and volume. We give each leader a score out of 10 based on how close it gets to that mark, and rank them accordingly.
With that, here’s where things stand heading into Week 2.
U/P Luffy – The Most Represented Deck in the Meta
U/P Luffy continues to hold its spot as the most played deck in OP11—and for good reason. It boasts a solid matchup spread across the field, and even in its weaker matchups, its raw power and resilience give it a real shot at pulling through.
Since the release of the new starter decks, the meta has widened and more leaders can compete, which means Luffy is also the most targeted deck right now. But despite having a bullseye on its back, it still has all the tools to win. Strong tempo, flexible game plans, and a decklist that rewards clean sequencing keep it firmly in the top tier.

G/P Luffy – Still a Top Tier Threat
G/P Luffy remains a powerhouse in OP11. It has one of the best matchup spreads in the format, with very few truly bad matchups—Belo Betty being the most notable obstacle, along with a couple fringe decks that don’t see much play.
Even so, its explosive speed and raw power make it a constant threat. The deck can snowball leads quickly and close out games before opponents have time to stabilize. It’s consistent, aggressive, and hard to punish—which is exactly why it’s still sitting comfortably near the top.

Belo Betty – A Firm Meta Staple
Belo Betty is putting up serious results this format. It beats a lot of the top meta decks and can run over opponents with pure speed and pressure. Its ability to curve out aggressively while still applying consistent board presence makes it one of the hardest decks to keep up with.
Even against Buggy, one of its few tough matchups, players are starting to adapt by running more high-cost cards to play around the Promo Buggy lock. The deck’s flexibility and explosive power make it a clear staple in the OP11 meta.

Purple Luffy – As Strong as Ever
Purple Luffy just doesn’t fall off. With the addition of the new 8-cost Katakuri, the deck feels even more dangerous, especially when it goes first. It controls the board well, applies steady pressure, and forces awkward positions on opponents from the first few turns.
There aren’t any truly unwinnable matchups for it right now. With its mix of power, tempo, and flexibility, you should fully expect to see Purple Luffy topping events all throughout this format.

Bonney – Still Holding Strong
Bonney continues to hold a spot in the top 10, even after all these sets. It’s just a rock-solid deck that does everything well—clean resource management, strong board presence, and a flexible game plan.
The new green starter deck gave it a few extra tools to play with, helping it keep pace with the evolving meta. Its matchup spread is still decent across the board, and as long as the format doesn’t completely shift away from midrange play, Bonney isn’t going anywhere.

B/P Luffy – Explosive and Well-Positioned
B/P Luffy is in a strong spot right now. It’s a popular pick in the current meta, and while it has a few more polarizing matchups compared to some of the other top 10 decks, its raw power makes up for it.
The deck can explode out of nowhere and turn games around quickly. Between strong blockers, the 6-cost Luffy, and Gum-Gum Giant, it’s tough to close games against it once it stabilizes. If it gets just a little breathing room, it can take over fast.

Buggy – Solid, But Slightly Held Back
Buggy is a solid pick in the current meta. It has a few polarizing matchups, but overall it performs well and can be a real headache to deal with—especially when it goes first and starts setting the pace early.
That said, it’s currently being held back a bit by a sim bug that prevents it from trashing non-character cards with Croc-Mihawk. Once that’s fixed, we expect Buggy to climb even higher in the rankings. The core is strong, and the deck has room to improve once it's operating at full power.

R/G Smoker – Sneaking Into the Top 10
R/G Smoker slides into the top 10 this week. The deck still has a loyal following, and for good reason—its playstyle is aggressive, flexible, and rewarding for players who know how to pilot it well.
It has a decent matchup spread into many of the top decks and offers some flexibility in deck building, which helps it adapt as the meta shifts. It’s not the flashiest choice, but it’s consistent and dangerous in the right hands. We’re excited to see how it continues to perform this set.

Zoro – Still Running Hot
Zoro lands in the top 10 once again, proving that speed never really goes out of style. The deck is just consistently good—fast, aggressive, and capable of punishing slower setups before they can stabilize.
It tends to shine early in a format when players are still figuring things out, and OP11 is no different. If you’re not ready to deal with the early pressure, Zoro will run you over before you get a chance to play the game.

Blackbeard – Still a Threat
Blackbeard might not be as dominant as it was in past sets, but it’s far from falling off. The deck still has some near auto-win matchups, which gives it a strong edge in tournament settings.
The new starter decks have added a few key tools that help it stay competitive against the current field. It may not top every event, but don’t count it out—Blackbeard has the potential to go deep in any bracket and will definitely be sticking around this format.

Conclusion
OP11 is turning out to be one of the most competitive metas we've had in a while. The top 10 is packed with strong, viable decks, and honestly, any one of them could win a tournament on the right day. The differences between them are slim, and small changes in matchups or card choices can have a big impact.
