Tempest would have the mentality of not caring what others think. As a general you have to deal with unhappy troops all the time. What they think is not your concern, only that they do as they are told.

Your expressions with Thistle are usually much stronger than with Tempest. When Tempest is stern, cool or angry it looks good. But when she is being playful, surprised or happy she looks kind of uninterested.

A tough call indeed. They are not only raising a little filly - already a difficult task - they are raising a filly who suffered neglect and abuse, and thus needs even extra patience and attention.

In the not-so-ideal real-world, this is often a choice people are compelled to make. There are many people who've had to make the "my way or the highway" choice, and end up choosing to ignore their talent to instead stay and work the family business. Often times, it is expected that the children will work the family business, and it can be a major clash if they choose not to.
I understand your point that her father created the situation that compelled her to leave. But it was still her choice. She could have chosen to stay behind. Her guilt is understandable. It is not easy to walk away from the expectations that one's family can put on them. (even if the expectations were unfair)

Thistle didn’t leave her father. Her father was basically telling her “My way or the highway!” forcing her to either ignore her special talent or leave the farm. So I don’t think she can blame herself for that one.

Adults can always delay their desire for "alone time". She could have given Lullaby a bit more time.
But also, Lullaby is getting a bit old to still be sleeping with her parents. Some believe that it can actually be damaging to allow the child to sleep with the parent for too long, because it stunts their emotional growth.
But like most things, I don't think this was a black-or-white one decision is right and one decision is wrong kind of scenario. I think they could have given her a bit more time, until she settles in. But they chose not to. And that is OK, because in the grand scheme of things, a few extra days wouldn't have done that much to alleviate Lullaby's anxieties over sleeping alone. She is going to have to be independent eventually, might as well start now.
But I'm not sure. I find myself indecisive on it as well. I don't think either decision is inherently right or wrong. Both decisions, however, have the capacity for both positive and negative developments. You don't want to contribute to Lullaby's anxiety. But you also don't want to reinforce a pattern-of-behavior that is contrary to the general direction she needs to be going.
It's a tough call.
Thistle and Tempest both seem to be taking turns being the voice of wisdom/reason.

if I was Thistle I think I would rather choose to be scolded by Tempest than follow a fight that didn't stand up for a second.

Thistle does have a selfish nature. It is the flaw that makes her interesting.
