Basically in the Game Escape from Tarkov, the Scav Boss or Scavenger Boss is a leader of a local faction of seedy individuals who operate in a semi military controlled area. Think of them as warlords.
...but seriously, if you needed SBI kit for less than 1/2 price, keep an eye out.
