I don't like sand.
Jokes aside, sandstorm is a terrible thing, when you encounter it off-guard. But when all the merchants and citizens rushed back home and the streets are totally empty, it is probably the best time to plan something illegal. Wind and dust will readily cover all your activities.
With this map you can turn on the Sandstorm event on this map.
