"Aunt, you've always wanted to rule and have real power just like a man does, and that you would do a better job...Well here is your chance to prove it. I'll send someone to advise you on topics unfamilar to you, but if you slip up and run the place into the ground like Joffery has King's Landing or try to aide him without my approval than that power can be taken away just as easily. Or something like this. She's not at that unhindged point in her life after all her children died one after the other. So it would be interesting how non-crazy, if overly-arrogant, Cersei could handle the challenge in an either sink or swim situation. As well as having to prove her claims of being able to do as she always said she could if she were in charge of land.

To make her position more solid, Harold should make a public announcement that she has his full support to govern in via his authority. As for any detractors, remind them that he's the power that made the land flourish and the ultimate authority; they have no say in the make-up of his administration. I definitely do not endorse Melisandre because while she's now loyal to Harold, she's still a religious fanatic and will probably try to turn his domains into theocracies if let off the leash, rationalising the action as something that he somehow would've wanted. And regarding potential governor candidates, why did you let Cersei be in charge of Daenerys' noble education? I certainly don't want to see her be turned into a spoiled brat thinking she can backstab Harold.

If he can lure Kevan Lannister away or his father Jaime I would say one of them. So maybe he offers Missandei the chance to rule when he's not there and doesn't need her and Tyrion when she needs to go with him for whatever reason. Sort of like the King's Hand. He rules when the King is at war unless the Hand himself takes part of the war in which another member of the Small Council rules King's Landing in their place.
